We work with many software content teams. These include technical writers, L&D folks, product marketers, etc. One complaint that we often hear is that employees and clients don't read the release notes like they should. Then they complain that they don't know how to use new features. Product and Development teams place high importance on building new features and combined with technical communication teams, want users to know what is new, fun, and exciting in the product.
But why don't end users reach the notes? Here are some thoughts:
They are busy
They don't care
They can't keep up with the pace
They are already product experts and can figure it out
They are not going to renew their contract
They are a cycle behind and are just a little slow to adopt new features
They don't know where to find them

Here are some thoughts to help them stay abreast of your product changes:
Work with a strong Product Marketer to create an awareness plan
Ensure notes are short, but contain enough details
Train your customers from their onboarding experience about the process of releases
Hold monthly (or whenever you release) webinars and always mention the notes
Be consistent with messaging and clients usually come around to participate at a higher rate
